Wade Ingle has more than 14 years experience in providing environmental, health and safety (EHS) services to up/mid/down-stream natural gas pipeline companies. Wade’s professional experience includes 6 years experience with OGE Enogex where he was Manager of EHS and responsible for directing the company’s overall environmental, health and safety operations. He has extensive knowledge in the areas of EPA air quality permitting, OSHA compliance and training, PSM, RMP, DOT 192 &195 compliance, EHS auditing, natural resource project planning and permitting, emergency response plan development and training, spill response and remediation as well as acquisition/divestiture related EHS due diligence efforts.

David Black has over 16 years of experience in the environmental profession. His experience began as a Research Assistant in the laboratory for the Environmental Chemistry department at Southwest Research Institute in San Antonio, Texas. As Quality Assurance Officer for the San Antonio River Authority Environmental Sciences Department, Mr. Black developed and implemented quality assurance/quality control procedures and practices for the laboratory and field activities, and was responsible for the oversight and review of all data. Mr. Black’s specialties in the environmental consulting field include managing and conducting NEPA reviews, Phase I and Phase II Environmental Site Assessments, remediation oversight, threatened and endangered species reviews, wetlands delineations/”Waters of the US” evaluations, GPS/GIS mapping, and SPCC plan review and composition.

Mary Wofford
BS degree in Environmental Science from the University of Oklahoma

She is a Registered Environmental Manager with over 10 years of professional experience in the environmental, safety and health fields, with projects ranging from development of environmental management information systems to air quality compliance. Prior to consulting, Mary held progressively responsible roles within one of the largest companies in the natural gas industry. In addition to creating and implementing internal training programs, she was responsible for preparing permit applications and emissions inventories for hundreds of facilities across 15 states. Mary specializes in concise, accurate submittals that will help you fulfill your compliance requirements in the most efficient and cost-effective way possible. Her areas of expertise include:

  • New Source Review (NSR) and Prevention of Significant Deterioration (PSD) air quality permitting
  • Title V permitting and compliance
  • Emissions inventories for criteria air pollutants, hazardous air pollutants and greenhouse gases
  • Training for ESH professionals and operations personnel
  • Compliance audits and self-disclosures
  • Consolidated Engine Rule compliance

Betty Ray-Welty

Betty Ray-Welty has worked in the Oil and Natural Gas Industry for 28 years. She has spent a majority of this time working at field locations, such as, gas processing plants, compressor stations, and pipelines - directly driving compliance efforts with all levels of field employees. Her expertise is creating Plain English Compliance Assurance Plans to help prevent regulatory requirements from slipping through the cracks. She has experience in all aspects of Environmental Air and Water, Safety, Process Safety Management (PSM), and Department of Transportation (DOT) Pipelines. Betty enjoys working directly with employees and supervisors to help them understand what is needed from and expected of them as they work toward achieving regulatory compliance although she is equally at home working with agency and corporate employees. Betty can conduct training, evaluate regulatory requirements and provide on-site assistance for air permitting, spills, PSM tracking, Operator Qualification (OQ) certification for PSM and DOT, agency audit preparation and many other areas. She has extensive experience preparing site-specific compliance plans in multiple states. She also enjoys sharing her knowledge and experience with new ESH employees as they encounter difficulties and problems inherent to complex compliance issues.

Jenny Ellette

Jenny Ellette is an environmental technician with four years of experience in the environmental field. She has studied Biological Sciences and has experience in the medical field and in management. As an environmental technician, she has worked primarily with the oil and natural gas industry, specializing in air quality compliance in several states. Some of her projects include:

Courtney Hall

Courtney Hall is a consultant on air quality projects out of the Tulsa office.

Mrs. Hall has over 5 years of experience in pipeline integrity, and has worked for both pipeline services companies as well as a midstream operator. She specializes in technical training, data analysis and reporting. Mrs. Hall joins a team of several other environmental professionals with varied backgrounds in air quality, water and waste management, DOT compliance, and safety services.

Phillip Zamzow
Graduate of Texas A&M University

Phillip Zamzow has a broad knowledge of the Oil & Gas industry ranging from exploration and production experience to land and mineral management experience. He has experience with the Texas Railroad Commission (RRC) and Texas Commission on Environmental Quality (TCEQ) filings for the exploration and production of natural resources. The filings that should be noted include drilling permits, water board letters, completion reports and ongoing monthly production reports. His land and mineral management experience includes negotiations of leases and lease extensions, negotiations of right-of-way agreements, title opinion curative and the handling of both surface and royalty owner issues. Most recently, he has completed Permit-by-Rule Applications for TCEQ, Rule 36 and Rule 106 filings for the RRC, SPCC Plans according to EPA regulations and DOT Compliance Manuals as required by the Texas Department of Transportation.

Dusty Welty

Dusty Welty is an EHS professional with a focus on the oil and natural gas industry. He has operated as a Public Liaison in projects involving hydrogen sulfide (H2S) pipelines, providing outreach services for companies and serving as a point-of-contact for community concerns and questions. His experience includes conducting Spill Prevention, Control and Countermeasure (SPCC) site inspections and creating site diagrams for SPCC plans and permit applications. In the field of air quality, Dusty has assisted clients in the preparation of Compliance Action Plans (CAPs) for documenting completion of site-specific permit requirements. He has also assisted in the preparation of annual air emissions inventories, including data input for agency electronic submittal programs.

Amy Mazeika
BS in Bioenvironmental Science from Texas A&M University

She has over eleven years of experience in the environmental field. She started her career in consulting related to air compliance for a variety of industries in five states including natural gas, chemical, and manufacturing. She has also worked in environmental compliance for a natural gas company and a major airline. Her experience includes air compliance with regard to federal and state rules, preparation of NSR and Title V permits, emissions inventories, compliance audits, self-disclosures, and due diligence.

Mark Hardy

Mark Hardy has over 18 years of professional experience in the natural gas liquids industry, working for companies such as Warren Petroleum Company (Chevron), Natural Gas Clearinghouse and Dynegy. His experience with natural gas gathering and compression, cryogenic gas plant operations, amine and sulfur plant operations, and laboratory/chromatography analysis provides a strong foundation for technical and troubleshooting services pertaining to all aspects of oil and gas operations. Most recently Mark has been conducting Spill Prevention, Control and Countermeasure (SPCC) site inspections. He is also involved in scheduling, coordinating and monitoring air emissions testing for operations in the Barnett and Fayetteville Shale regions, including the Dallas-Fort Worth Ozone Nonattainment Area. His expertise with emissions testing makes him an ideal candidate for coordinating compliance with the complex requirements of the Consolidated Engine Rule.

Mark has also been instrumental in implementing initial Process Safety Management (PSM) programs at the facility level, serving as PSM coordinator with responsibilities for training, spill and waste management plans, Material Safety Data Sheet (MSDS) management, recordkeeping, and documentation management.
